City of Muscatine issued the following announcement on July 15.
The final meeting of July for the Muscatine City Council will include a discussion on a handicap parking space policy developed by the Department of Public Works and an update on repairs to the Transient Boat Dock by the Parks and Recreation Department.
The Muscatine City Council will meet in a virtual session at 7 p.m. Thursday, July 16. Details on attending the virtual meeting are listed below.
Handicap Parking Space Policy
The Handicap Parking Space Policy, application procedure, and form to allow residents to request handicap parking spaces near their place of residence was developed by Department of Public Works staff in response to several requests for this type of parking in front of residents homes. Requests would be reviewed by the Traffic Committee and referred to City Council for approval before a sign restricting parking to vehicles with handicap license plates or placards would be placed near the requesting residence. Permitted spaces would be reviewed annually by city staff to determine whether they are still needed or can be removed.
The policy would only install a sign to designate a parking spot for use by properly licensed handicap vehicles, and does not guarantee a "private" parking space for the requesting individual since any vehicle with proper licensing could park in the space. In addition, the policy only installs a sign, and does not make any attempt to install ADA compliant sidewalk or other access to the parking space. If this type of access is requested the signage will be removed to avoid any legal issues.
TRANSIENT BOAT DOCK REPAIRS
During the flood of 2019, the transient boat dock was damaged by river debris and requires repairs. The memo from the Superintendent of Parks indicates that Superior Sewall was the winning bid at $88,400.00 for the repairs. There will also be a FEMA approved mitigation to rework the latching system of the spud poles to allow for additional preventative future flooding damage, and the up river boat ramp dock system that was damaged by the flood will be replaced. FEMA will fund 75 percent of the project ($66,300.00), the State of Iowa 10 percent ($8,840.00), and the City of Muscatine the remaining 15 percent ($13,260.00). The City portion will come from future bonding proceeds.
