Mariannette Miller-Meeks was born in Herlong, California in 1955 and currently resides in Le Claire. She graduated from Texas Christian University with a Bachelor of Science in Nursing (BSN) in 1976. Before her tenure in Congress, she served in the Iowa Senate from 2019 to 2021.
