Oregon's U.S. Senator Jeff Merkley, who serves as the Ranking Member of the Senate Budget Committee, has criticized the Trump administration for its recent decision to freeze all federal funds. This move was announced late at night and is being described by Merkley as a violation of law and an infringement on Congress's constitutional duty to allocate funds.

Merkley stated, "The President is not a king, and the laws Congress passes are not suggestions. The Trump administration must follow the law and immediately reverse this shameful order."

He emphasized that federal funds are essential for various community services including schools, hospitals, law enforcement, fire departments, roads, water supply systems, food production by local farmers, and programs aiding families affected by natural disasters. According to Merkley, "President Trump just pulled the rug out from under our communities."

Merkley further argued that halting all federal investments is unconstitutional since Congress has already appropriated these funds with specific directives on their use. He remarked that "this cruel order will force schools, hospitals, food banks, and other community organizations to stop offering vital services," highlighting what he calls "President Trump’s Great Betrayal of working families."
